Who owns MP car park?

Weird question i know, just wondering as i am starting a college course at the new college in September and they have no car parking for student (really clever).
Who is the person to speak to about finding out if there is any chance of parking at MP?

Spoke to me tutor at college when i enrolled yesterday and according to him he thinks they applied to rent the car park but it was refused. :(
